The Croatian police, a key institution for citizen safety, find themselves at a crossroads. On one hand, they report positive developments, such as a 4% decrease in the total number of criminal offenses in 2023. On the other hand, they grapple with pressing issues that directly impact their effectiveness and public trust, from a shortage of personnel to keeping pace with new forms of crime.
One of the most prominent challenges is the persistent lack of police officers, especially in rural areas. This directly affects response times and the sense of security among citizens outside major urban centers. The largest and most burdened unit, the Zagreb Police Department, has over 5,000 officers, yet the pressure on it remains relentless. The 2023 system reform, which included the digitalization of records and the introduction of e-filing, is one response to the need for modernization and administrative relief.
The police increasingly rely on modern technologies, including CCTV cameras, drones, and digital platforms for reporting crimes. Special units such as the Lučko Anti-Terrorist Unit and the Intervention Police are equipped for high-risk situations. However, technological progress also brings new threats. The rise of cybercrime demands constant adaptation and new skills, placing additional strain on already limited resources. Moreover, migratory pressures further burden capacities, particularly in border areas.
Alongside operational challenges, the police are also striving to win public trust. Citizens often express concerns about the perception of corruption within the ranks, despite data indicating a decline in the number of disciplinary proceedings. Balancing effective law enforcement with respect for civil liberties remains a recurring topic in public discourse. The Croatian police also actively participate in EU and UN international missions, such as the EULEX mission in Kosovo, gaining valuable experience but also further exhausting their personnel.
