The independent MP from the Most club leads the disciplinary list by a wide margin, with his 303 penalties accounting for about five percent of all sanctions issued since the current convocation was constituted.
Independent MP Josip Jurčević, a member of the Most club, has become the unofficial record holder in the Croatian Parliament for the number of disciplinary measures imposed. In the past two years, from the constitution of the current convocation in May 2024 to mid-July 2026, he received as many as 303 penalties.
According to available data, this represents approximately five percent of the total 5,774 disciplinary measures imposed by presiding officers on MPs during that period. Jurčević has thus become the undisputed leader on this unenviable list, far ahead of his colleagues.
Of the total number of sanctions, the mildest measures were the most common. Jurčević received 261 reprimands, making up the vast majority. On 42 occasions, he was stripped of his speaking rights, while the harshest penalty-ejection from the session-was applied only once.
It is precisely the measure of ejection from the session that is the rarest in Parliament. In the past two years, presiding officers have resorted to it only 17 times. MPs from the Most club were the most frequent targets, with 11 ejections.
The record holder for the number of ejections from sessions is Miro Bulj, who "earned" this harshest measure seven times. He is followed by Marin Miletić with two ejections, while Nikola Grmoja and Josip Jurčević himself each received one.
In addition to Most MPs, three members of the SDP club received the same penalty: Vice-President of Parliament Sabina Glasovac, Ivana Marković, and Denis Kralj. Ivana Kekin from the Možemo party was also ejected once, and among MPs from the ruling coalition, HDZ's Ante Deur and Hrvoje Zekanović from HDS each have one ejection.
The Rules of Procedure clearly define the reasons for imposing disciplinary measures. The presiding officer may penalize an MP when they speak on a topic not under discussion, when they take the floor without prior approval, when they disrupt colleagues with interjections, when they disparage or insult colleagues or the chair, and when they invoke a breach of the Rules of Procedure but are actually making a point of order.
The usual practice is a gradual escalation of measures: first a reprimand is issued, then the withdrawal of speaking rights, and in extreme cases, ejection from the session. In some earlier convocations, MPs who refused to leave the chamber voluntarily were escorted out by the parliamentary guard, and there have also been cases of a two-day ban on returning to the chamber.
Following Jurčević in total penalties is Miro Bulj with 187. In third place is HDZ's Josip Borić with 169, closely followed by Marin Miletić with 168. The list continues with Hrvoje Zekanović (158), Ante Deur (150), and Nikola Grmoja (137).
Možemo MPs Sandra Benčić and Urša Raukar each received 130 penalties, Most's Ivica Ledenko accumulated 115, HDZ's Majda Burić 112, while SDP's Ivana Marković and Arsen Bauk recorded 114 and 109 penalties, respectively. For all MPs, the mildest measures-reprimands-predominate.
