Jurčević with 303 Penalties Is the Most Disciplined MP

Independent MP and member of the Most parliamentary club, Josip Jurčević, is the absolute record holder for the number of disciplinary measures in the current term of the Croatian Parliament. In the past two years, from the Parliament's constitution in May 2024 to mid-July 2026, he has received 303 such measures, which accounts for approximately five percent of all penalties issued to MPs.
Of the total 5,774 disciplinary measures issued in the observed period, the majority of Jurčević's penalties are warnings, he has received 261. On 42 occasions, his speaking rights were revoked, and once he was removed from a session, which is the harshest measure available to presiding officers.
On the list of the most penalized, behind Jurčević, are Miro Bulj with 187 penalties, HDZ's Josip Borić with 169, Marin Miletić with 168, Hrvoje Zekanović (HDS) with 158, Ante Deur (HDZ) with 150, and Nikola Grmoja with 137 penalties. Možemo MPs Sandra Benčić and Urša Raukar each received 130 penalties, while Ivica Ledenko (Most), Majda Burić (HDZ), Ivana Marković (SDP), and Arsen Bauk (SDP) accumulated between 109 and 115 measures.
The measure of removal from a session has been used extremely rarely, only 17 times in two years. Of these, 11 cases involve MPs from the Most parliamentary club. Leading the way is Miro Bulj, who has been removed from sessions by presiding officers seven times. Marin Miletić has been removed twice, while Nikola Grmoja and Josip Jurčević have each been removed once.
The harshest penalty has not spared other clubs either. From the SDP, Sabina Glasovac, who is also the Vice President of the Parliament, Ivana Marković, and Denis Kralj have each been removed once. Ivana Kekin from the Možemo party also had to leave a session once, while from the ruling coalition, HDZ's Ante Deur and Hrvoje Zekanović from HDS received the same measure.
Disciplinary measures in the Parliament are imposed according to a strict hierarchy. The presiding officer first resorts to a warning when an MP speaks on a topic not under discussion, speaks without permission, disrupts colleagues with interruptions, or insults them. If the MP continues with such behavior, their speaking rights are revoked, and in extreme cases, removal from the session follows. In earlier terms, there have been instances where MPs who refused to leave voluntarily were escorted out by parliamentary guards, and some received a two-day ban from returning to the chamber.
