Rijeka Gets 300 New E-Scooters

The city of Rijeka will soon have a new operator in its micromobility system. Mayor Iva Rinčić has accepted the report on the public call, thereby formalizing the selection of Hoppy Mobility Ltd. to provide electric scooter rental services within the city area.

As reported by Novi list, only one bid was submitted for the tender, and it came from Hoppy Mobility. The review confirmed that it fully meets all the required conditions.

Fleet of 300 Vehicles at 32 Locations

The new operator has been granted permission to deploy a total of 300 electric scooters, which will be available to residents at 32 designated locations throughout Rijeka. For each scooter, the company is required to pay a fee of 30 euros.

The contract for providing this service is signed for a period of three years, with an option to extend for an additional two years.

Focus on Public Order

Key responsibilities of the selected service provider include full system maintenance, from regular battery charging, servicing, and ensuring the technical soundness of vehicles, to the mandatory removal of improperly parked or abandoned scooters. This issue was one of the priorities in efforts to bring order to city traffic.

A reward system is also planned for users who park their vehicles correctly. Two staff members responsible for system maintenance in Rijeka will be required to remove improperly parked scooters within a maximum of two hours. The service also includes daily washing and disinfection of vehicles less than two years old, while damaged scooters must be replaced within four days.

Reports to the City for Better Planning

Hoppy Mobility will regularly provide the City of Rijeka with comprehensive reports on service usage every six months. Thanks to GPS tracking and analytics, including the number of rides, average speeds, and most frequent routes, city services will gain insight into residents' traffic habits. This information will be used for further planning of transport infrastructure.

Belgian Owner, Zagreb Headquarters

Hoppy Mobility is registered in Zagreb as a limited liability company with a share capital of 2,500 euros. Its primary activity is occasional road passenger transport. The sole founder and owner is the Belgian company Hoppsharing, based in Destelbergen, with Kenny Cyriel C. Vercruysse, a Belgian national, serving as director.

Hoppsharing BV, founded in October 2019, is a specialized European provider of sustainable micromobility solutions and operates under the Hoppy brand. In addition to its domestic Belgian market, the company has expanded to other European markets such as Spain, Greece, and Gibraltar, and is now extending its vehicle network in Croatia through locally registered subsidiaries. Their service is currently active in 17 cities.

Pricing: One Euro to Start, 25 Cents per Minute

To unlock an e-scooter, users will pay 1 euro, and each minute of riding will cost 0.25 euros. Various subscription options will also be available: daily, multi-day, weekly, monthly, quarterly, and even annual, along with additional seasonal and promotional tariff benefits.

Although the service does not include a beginner riding option or a free phone info center, all road users are insured. Vehicle maintenance and charging are carried out exclusively using electric vehicles. In addition to e-scooters, the company also offers e-bikes and e-cars operating on the same principle, which opens the possibility for these services to be introduced on Rijeka's streets in the future.
