Former senior officials from the United Kingdom, France, Germany, and an unnamed former Kremlin official met last month in Vienna. The aim of their informal gathering was to explore potential conditions for initiating peace negotiations between Moscow and Kyiv, Bloomberg has learned from informed sources. Among the participants were former UK National Security Advisor Tim Barrow, former German Foreign Ministry State Secretary Markus Ederer, and French diplomat Pierre Vimont.
The meeting was organized by the Swiss-based Centre for Humanitarian Dialogue, an organization often engaged in resolving complex international conflicts. Such informal diplomatic efforts, although private initiatives, are not uncommon and often serve to exchange ideas that could be used in future official negotiations. However, sources refused to disclose the identity of the Russian representative.
Although former officials participated in the meeting, the governments of the United Kingdom, France, and Germany have officially distanced themselves from these talks. This clearly signals that informal contacts do not have their official blessing, which is common practice for such initiatives conducted outside formal diplomatic channels.
Interestingly, the President of Azerbaijan separately confirmed a related meeting between former German and Russian officials, which also took place in July but in Baku. This confirmation suggests that multiple channels of communication between Europe and Russia were running in parallel, aiming to find potential paths for de-escalating the conflict in Ukraine.
