Younger residents of Dubrovnik seeking to resolve their housing situation can now count on significantly more generous assistance from the City. A Public Call has been issued for Measure 30 x 45, under which a total of 30 non-refundable financial grants will be awarded, each amounting to €45,000, as reported by Dubrovnik Portal.
Significant Increase in Grant Amount
The new measure represents an upgrade to the City of Dubrovnik's existing housing policy, known as "Dubrovačka stanogradnja" (Dubrovnik Housing Construction), aimed at ensuring affordable housing. Compared to the previous Measure 30 x 30, the individual grant amount has increased by €15,000, rising from €30,000 to €45,000.
This increase was made possible by a change in the tax treatment of local housing affordability grants. Under the new Affordable Housing Act, grants paid by local and regional self-government units to citizens for this purpose are no longer subject to taxation.
Savings Returned to Citizens
A key role in initiating this legislative change was played by Member of Parliament and Mayor of Dubrovnik, Mato Franković, who proposed an amendment to the aforementioned law. Before the change took effect, the City had to allocate funds for applicable public levies in addition to the grant amount itself.
With the abolition of the tax obligation, the money previously set aside for this purpose can now be redirected directly to beneficiaries. This means that the savings achieved in the city budget are returned to young people through greater financial support for housing.
What the Public Call Covers and Application Deadline
The Public Call encompasses two measures: Measure 1 pertains to the purchase of a residential property, while Measure 2 includes the construction, extension, or upward expansion of a residential property. Applications will be accepted from August 14, 2026, and the deadline runs until the allocated funds are exhausted, or no later than December 1, 2026, whichever comes first.

Previous Impact of Housing Measures
Under the previous Measure 30 x 30, a total of 36 young individuals and young families received support during 2024 and 2025. Looking at the broader "Dubrovačka stanogradnja" model, the City of Dubrovnik has so far assisted more than 70 young Dubrovnik families through various programs and measures.
