Pula traffic police reported an incident on Tuesday around 11:30 PM in the pedestrian zone of Prvoga svibnja Street in Pula, where a child sustained minor injuries after falling from an electric scooter. At the time of the accident, another minor was also on the scooter, and police determined that the vehicle, due to its power, does not belong to the category of personal mobility devices permitted in traffic.
According to a statement from the Istria Police Department dated August 19, 2026, the scooter driver was not wearing a protective helmet, while the minor passenger was. On a flat section of the road, for reasons not yet established, the driver lost control of the scooter and tipped over sideways with the passenger. The driver sustained minor physical injuries.
Police officers confiscated the scooter because it was used to commit a violation. It is a dangerous device that can endanger people's health and lives, and there is a risk it could be used again for the same purpose.
Since the driver had not yet turned 14 at the time of the violation and is therefore not legally responsible, proceedings for the committed violations will be initiated against her parent. This is according to the police statement reported by Istra Terra Magica and Glas Istre.
The Istrian police reminded that only electric scooters with an engine displacement not exceeding 25 cm³ or a continuous electric motor power not exceeding 0.6 kW, and which cannot exceed 25 km/h on flat roads, are permitted in traffic.
Persons under 14 years of age are prohibited from operating an electric scooter, and all drivers, regardless of age, must wear a protective helmet while riding. It is also prohibited to operate a scooter for persons with more than 0.5 per mille of alcohol in their system, or under the influence of drugs or medications that affect driving ability.
The Istria Police Department appeals to electric scooter drivers to respect traffic regulations and take care of their own safety. They remind minors in traffic to use only permitted vehicles and to adhere to traffic rules.
They advise parents not to buy their children vehicles that, due to their technical characteristics, pose a direct threat to their life and body.
"We call on traffic participants to respect traffic regulations for their own safety and the safety of others. More information on the safe use of scooters in traffic can be found on the advice page within the preventive-educational project 'Safe on a Scooter'," concludes the Istrian police in a statement reported by Istra Terra Magica.
Electric scooter drivers are required to use bicycle lanes, or if none exist, sidewalks or areas designated for pedestrian movement, as well as calm traffic zones. Only the person operating the electric scooter is allowed to ride on it.
