Unemployment Compensation for Veterans Could Rise

Alongside pension law amendments, the Ministry of Veterans' Affairs is considering an increase in compensation for 3,930 unemployed veterans, currently set at 162 euros.

Minister of Croatian Veterans Tomo Medved announced on Saturday that, in addition to the proposed amendments to the law on veterans' pensions, changes to subordinate legislation are being considered that could result in an increase in compensation for unemployed Croatian veterans. According to data from the Croatian Employment Service (HZZ), as of July 31, 2026, there were 3,930 veterans registered as unemployed.

"Alongside the proposed legal amendments, we are also considering changes to the subordinate legislation regulating compensation for unemployed Croatian veterans," Minister Medved stated at a press conference, adding that possible amendments to the Rulebook on the Exercise of the Right to Compensation for Unemployed Croatian Veterans of the Homeland War and Their Family Members will be reviewed.

Calculation of Current Compensation

The right to compensation for unemployed veterans is regulated by the aforementioned Rulebook, and amounts to 30 percent of the base used for determining rights under the Law on Croatian Veterans of the Homeland War and Their Family Members. For 2026, the base has been set by a Decision on the Amount and stands at 540 euros. This means that the basic monthly compensation currently amounts to 162 euros.

In addition to this amount, for each day spent defending Croatia's sovereignty in a combat zone, an additional 0.01 percent of the base is added. Specifically, this amounts to 0.054 euros per day, which translates to 1.62 euros per month for service in a combat sector.

Comparison with Announced Pension Increases

For comparison, the current increase in minimum veterans' pensions per day spent in a combat sector is 0.0662 euros, or 1.99 euros per month. With the announced amendments to the law on veterans' pensions, this amount would rise to three euros per day in the combat sector. Furthermore, an increase of 0.50 euros per month is planned for each month spent in a non-combat sector.

The portal Mirovina.hr sent an inquiry to the Ministry of Croatian Veterans regarding the number of beneficiaries of unemployment compensation and the total amount paid out during July, but no response had been received by the time of publication.
