Police Issue 105 Orders at MoDem: Nearly a Kilogram of Drugs Seized

The Karlovac Police Department released detailed results on Tuesday of the intensified operations during this year's MoDem festival, Momento Demento, traditionally held in Donje Primišlje near Slunj. In an operation aimed at preventing drug abuse, police officers took action against a total of 105 individuals, the vast majority of whom were foreign nationals.
The operation was conducted from August 3 to 9, 2026, in cooperation with the Slunj and Ogulin police stations and officers from other police departments, all coordinated by the Police Directorate. The focus was on detecting drug-related criminal offenses and misdemeanors. The specialized Drug Crime Unit of the Karlovac Police Department played a key role in the surveillance, and the involvement of multiple stations and departments indicates a pre-planned operation given the large number of domestic and foreign visitors.
Of the 105 individuals subjected to police action, as many as 103 were foreign nationals, while only two were Croatian citizens. A total of three criminal offenses were recorded during the festival. One related to unauthorized production and trafficking of drugs, and two to coercion against an official.
All three individuals suspected of these offenses were handed over to the detention supervisor of the Karlovac Police Department within the legal deadline, along with criminal charges filed. The police note that criminal charges represent only the beginning of the proceedings and do not in themselves imply that the suspects' guilt has been established.
During the same period, police collected a total of 47,660.75 euros in fines from offenders, for which 105 misdemeanor orders were issued. A significant amount of drugs was also seized: a total of 896.11 grams (gross) and 124 pieces of various types of drugs. Although the official report does not specify individual quantities or types of substances found, the total seizure shows that officers conducted intensive checks and targeted actions in cases of suspected drug abuse during the event.
"During the criminal investigation of the criminal offense of Unauthorized Production and Trafficking of Drugs, 1,725 euros were seized, which is suspected to originate from criminal activities," the Karlovac Police Department stated. Further proceedings should establish all circumstances regarding the origin of this money.
