In intensified operations in Garešnica and Imotski, riders violating the law were stopped. Scooters ended up in police impound lots, and parents were called in for talks.
Police departments across Croatia have intensified their oversight of electric scooter riders, and the results of operations in Garešnica and Imotski reveal a worrying situation on the roads. From minors speeding along a state road to riders whose vehicles, by power, fall into the motorcycle category, the list of violations is long, and fines are being handed out.
Police officers from the Garešnica Police Station, during intensified activities targeting personal mobility devices, caught two minors, aged 14 and 15, riding electric scooters on the state road between Veliki Pašijan and Garešnica. This is a section outside a built-up area where the permitted speed is 90 km/h, and personal mobility devices have no place there.
Due to a serious violation of the Road Traffic Safety Act, the police temporarily seized the electric scooters from both minors. Misdemeanor charges will be filed against them with the competent court.
Just a few days earlier, on July 29, 2026, a similar case was recorded in Imotski. Officers from the Imotski Border Police Station, at around 8:50 PM on Bruna Bušića Street, stopped an electric scooter carrying two minors. The inspection revealed that the scooter's electric motor had a continuous power output exceeding the legally allowed 0.6 kW (600 W), and the vehicle could reach speeds greater than 25 km/h, meaning it did not fall into the category of a personal mobility device.
The police notified the parents of the incident, and the scooter was seized.
"Their parents were called. The electric scooter was seized, and the minors will be reported for misdemeanors to the competent court,"the Imotski Border Police Station reported.
The Garešnica operation also uncovered other dangerous practices. A 40-year-old man was stopped whose electric scooter had an electric motor power of as much as 2 kW. Such a vehicle, due to its power, which far exceeds the maximum allowed 0.6 kW, is not considered a personal mobility device under the law and is not classified in any vehicle category. Therefore, it is not allowed to participate in traffic, and a misdemeanor measure was taken against the rider.
The police also recorded a 44-year-old man who crossed a marked pedestrian crossing while riding his scooter and was not wearing a protective helmet. He was issued a mandatory misdemeanor citation, and his scooter was temporarily seized.
The highest number of violations in one instance was accumulated by an 18-year-old rider. He rode his scooter on a state road instead of the sidewalk, crossed a pedestrian crossing without dismounting, did not wear a reflective vest during nighttime riding, failed to take the correct position in the traffic lane at an intersection, and, on top of all that, did not have his ID with him. For the five violations, he was fined a total of €400, and his electric scooter was temporarily seized.
The police issued a serious warning to parents, urging them to educate their children about traffic rules before allowing them to ride a scooter. Special emphasis was placed on the technical characteristics of the vehicles.
"Riding uncategorized vehicles, especially with passengers, poses a serious risk to the safety of children, pedestrians, and other road users,"the Imotski Border Police Station stated.
The police announced the continuation of intensified activities, emphasizing that the primary goal is not punishment but the prevention of traffic accidents and the protection of the lives of all road users.
