The City of Rijeka will accept applications from August 18 to September 18, 2026, for a one-time financial aid of 150 euros intended for regular secondary school pupils and students for the 2026/2027 school and academic year. During the same period, students can also request coverage of public city transport costs, as reported by Novi list on August 13, 2026.

Who is eligible for financial aid

The one-time financial aid of 150 euros is available to regular secondary school pupils and students who meet one of several conditions. Eligible are members of households that are beneficiaries of the guaranteed minimum benefit from the Croatian Institute for Social Work, Rijeka Regional Office, as well as those whose average monthly income over the last three months does not exceed the prescribed thresholds.

The threshold for a three-member household is 1,080 euros, and for a four-member household it is 1,260 euros. For each additional household member, the threshold increases by 150 euros. Single-parent households have a threshold 20 percent higher, so for a two-member household it amounts to 1,080 euros, and for a three-member household it is 1,296 euros.

Aid can also be granted to beneficiaries of the inclusive allowance from the Croatian Institute for Social Work, Rijeka Regional Office, children of Croatian war veterans with disabilities from the Homeland War, children of civilian war victims from the Homeland War, and pupils and students placed in foster families or shelters for victims of domestic violence.

Free transport for students

Students who meet the conditions can also have their public city transport costs fully covered on lines operated by KD Autotrolej. The number of approved transport zones, from zone 1 to zone 4, depends on the faculty's address, and the right is valid from the date of recognition until the end of the 2026/2027 academic year.

The conditions for free transport are the same as for financial aid, except that children of Croatian war veterans with disabilities and civilian war victims from the Homeland War, as well as beneficiaries of the inclusive allowance, are not eligible. Eligible are household members who are beneficiaries of the guaranteed minimum benefit, households with incomes below the threshold, and students placed in foster families or shelters for victims of domestic violence.
