The City of Rijeka accepts applications for one-time financial aid for education until September 18, and also offers students full coverage of public transport costs on Autotrolej lines.
The City of Rijeka announced on Wednesday, August 19, 2026, that it has started accepting applications for financial aid intended for regular secondary school pupils and students for the 2026/2027 school, i.e., academic year. Applications are submitted until September 18, 2026, within the City of Rijeka's Social Program, and are processed by the Department for Social Policies, Health, and Veterans.
The one-time financial aid amounts to 150 euros. A regular pupil or student who meets one of the prescribed conditions can exercise this right. This includes those who are members of a household receiving guaranteed minimum benefit from the Croatian Institute for Social Work, Rijeka Regional Office, or households whose average income over the last three months is below the city's income threshold.
According to data from the City of Rijeka, as reported by Novi list, the threshold for a three-member household is 1,080 euros, and for a four-member household it is 1,260 euros. For each additional household member, the threshold increases by 150 euros. Single-parent households have a threshold 20 percent higher, so for a two-member household it amounts to 1,080 euros, and for a three-member household it is 1,296 euros.
Aid can also be granted to recipients of the inclusion allowance from the Croatian Institute for Social Work, Rijeka Regional Office, children of Croatian war veterans with disabilities from the Homeland War, children of civilian war victims from the Homeland War, and pupils and students placed in foster families or shelters for victims of domestic violence.
Students who meet the conditions can also have the full cost of public city transport covered on lines operated by Autotrolej. The number of approved transport zones, from zone 1 to zone 4, depends on the faculty's address, and the right is valid from the date of recognition until the end of the academic year.
"The right to coverage of public city transport costs can be exercised by a student who is a member of a household receiving guaranteed minimum benefit from the Croatian Institute for Social Work, Rijeka Regional Office; a member of a household whose average monthly income in the last three months is lower than the income threshold set by the City of Rijeka for a specific number of household members; is placed in a foster family; or is placed in a shelter for victims of domestic violence," say the City of Rijeka.
All necessary forms can be downloaded from the City of Rijeka's website www.rijeka.hr or picked up at the city administration's counter hall at Titov trg 3, on working days from 8:30 AM to 3:30 PM. Applications are submitted with the required documentation in person at the same location or by mail to the address: Grad Rijeka, Upravni odjel za socijalne politike, zdravstvo i branitelje, Korzo 16, 51000 Rijeka.
