Russia is delivering ammunition, drone components, and TNT to Iran across the Caspian Sea, NBC News reported on August 17, 2026, citing a European government document confirmed by an unnamed Western official. The shipments are aimed at replenishing Iran's stockpiles following strikes by the US and Israel.
According to the document, more than two dozen vessels used maritime routes in the Caspian Sea to deliver supplies to Tehran. Western intelligence agencies have not publicly assessed how much material has been transferred or how much Iran has managed to rebuild its stockpiles.
Using the Caspian Sea allows circumventing routes that could be under US surveillance, NBC News reports.
On July 25, 2026, Ukrainian forces struck an Iranian ship carrying military cargo between Iran and Russia in the Caspian Sea, the Security Service of Ukraine (SBU) said. Iran's Foreign Ministry claimed the strike hit a commercial vessel, killing one sailor and injuring another.
Tehran described the act as "an act of aggression that could further fan and spread the flames of war."
Following Tehran's condemnation, Ukrainian Foreign Minister Andrii Sybiha held a "frank conversation" with his Iranian counterpart Abbas Araghchi on July 28.
Moscow and Tehran have deepened cooperation as the Kremlin faces isolation over its war against Ukraine. Iran has supplied Russia with military equipment and drones, and hundreds of Russian Shahed drones, originally of Iranian design, regularly target Ukrainian civilians.
