Firefighters at 97 Percent Trust

Summary
  • 97 percent of citizens trust firefighters, making them the most trusted public service in Croatia.
  • The HGSS is in second place with 95 percent trust, and Emergency Medical Services in third with 82 percent.
  • The police have a majority trust of 61 percent, with 12 percent who do not trust them.
  • Chief Fire Officer Slavko Tucaković emphasizes that trust was earned through professionalism and community presence.

Not a single respondent in the latest Crobarometer survey by Ipsos, whose results were presented on July 31, 2026, on Nova TV's Dnevnik, explicitly stated that they do not trust Croatian firefighters. It couldn't be more convincing: 97 percent of citizens said they trust them, placing this service at the very top of trust in public institutions, without any competition.

The remaining three percent of respondents did not take a side, answering that they "neither can nor cannot" trust firefighters. Thus, there are no respondents who would explicitly withhold trust, a figure rarely seen in public opinion polls.

HGSS and Emergency Medical Services: High, but with Nuances

The second position is held by the Croatian Mountain Rescue Service with 95 percent trust and five percent undecided, again with no votes of distrust. Emergency medical services, in third place, enjoy the trust of 82 percent of citizens, but here the picture becomes more complex: 15 percent have no clear stance, and three percent openly say they do not trust them.

The police have a majority but noticeably lower percentage, with 61 percent of respondents trusting them, 27 percent undecided, and 12 percent expressing a negative view. The difference compared to firefighters and the HGSS is dramatic and speaks for itself.

Professionalism That Isn't Built by Campaigns

Chief Fire Officer Slavko Tucaković attributes this result to the daily work of his people.

"Such high trust is the result of the professional approach of firefighters in all emergency situations, as well as their constant presence in the local community,"
he said, not hiding that the 97 percent figure is not the product of a one-off campaign but of accumulated citizen experience.

The weight of this percentage is also underscored by the moment it was measured, in the middle of summer, when firefighters are almost daily engaged in the most demanding interventions, from devastating fires to traffic accidents and other emergencies. Trust, as these numbers undeniably show, cannot be decreed or bought; it is given to those who, from experience, are known to come exactly when it is hardest.
