After selecting the contractor for the project documentation, the affordable housing project in Zadar enters a new phase. Mayor Erlić and APN Director Hristov have set the price per square meter below two thousand euros.
The Agency for Legal Transactions and Real Estate Mediation (APN) made a decision on July 30, 2026, to select a consortium of bidders for the preparation of project documentation for a new multi-apartment building in Zadar's Smiljevac neighborhood. This is part of the State-Subsidized Housing Construction Program (POS), which plans the construction of 130 apartments.
The most favorable bidder selected is a consortium consisting of TRINAS INŽENJERING d. o. o. as the lead partner and Dies d.o.o. as a member. Their offered price for the documentation services amounts to €224,000.00 excluding VAT. A total of seven bids were received in the public tender.
An appeal against this decision may be filed with the State Commission for the Control of Public Procurement Procedures within ten days of receiving the decision. After this deadline expires, a contract for the preparation of project documentation will be signed, moving the project into a more concrete phase of implementation.
The project in the Smiljevac area has been intensively developing throughout 2026. In early March, the Mayor of Zadar, Šime Erlić, and APN Director Dragan Hristov signed a preliminary contract for the construction of POS apartments. In early May, the Land Donation Agreement between the City of Zadar and APN was signed for the purpose of affordable housing. The building permit for communal infrastructure in that area was obtained as early as April 25, 2025.
APN Director Dragan Hristov previously stated in Zadar that the prices of these apartments would be significantly below market rates.
"The square meter will be sold for just over two thousand euros, and since buyers will also be entitled to a refund of half of the property tax, they should effectively pay less than two thousand euros per square meter,"Hristov said.
Interest in POS apartments in Zadar is enormous. According to the final priority list, as many as 1,153 potential buyers are seeking the right to purchase an apartment under this program. So far, a total of 536 apartments have been built in Zadar through the POS program, placing the city at the very top in terms of the number of units built in Croatia.
