Ukrainian President Volodymyr Zelensky announced on Tuesday evening that Kyiv has officially submitted its proposals for a plan to end the war with Russia to American negotiators. In his regular video address, he called on the United States to help by strengthening Ukraine's defenses and increasing pressure on Moscow.

"We have submitted our proposals to the American side. But the United States can help by strengthening our defense, primarily through deliveries of air defense systems and by pressuring Russia to prepare for the end of the war, not for its prolongation," Zelensky said. He did not disclose the details of Ukraine's proposals.

Stalled Talks and an Announced Visit

The statement comes amid indications from Moscow and Kyiv that American negotiators could soon visit both countries. Negotiators Steve Witkoff and Jared Kushner last visited Moscow in January of this year, but they have not yet visited Kyiv. Peace talks have largely stalled since the outbreak of the conflict with Iran, Reuters reports.

Fighting in Ukraine has been ongoing for nearly four and a half years, and Kyiv has repeatedly called for a ceasefire. Russia, for its part, insists on an agreement that would involve the complete cession of four regions it claims, as well as addressing what it calls the "root cause of the conflict."

Russia Plans Mobilization After Elections

Zelensky suggested that Russia will use the parliamentary elections scheduled for next month as a pretext for a new mobilization. According to data from Ukraine's military intelligence service, as reported by Ukrinform, Vladimir Putin plans to use the results of the autumn elections to show that Russians support the war, since all parties allowed to participate are opposed to peace.

Immediately after the elections, Russia plans to carry out a rapid mobilization of several hundred thousand Russians by the end of the year, and the same number again next year, in addition to the existing recruitment of mercenaries, the Ukrainian agency reports.
