The road to losing your driver's status in Croatia most often leads through negative penalty points. For those over 24, the threshold for permanent license revocation is 12 negative points accumulated within two years. Younger drivers, considered a higher-risk group, face an even stricter criterion of just nine points.
It should be noted that license revocation is not the same as a temporary driving ban. A ban is a penalty of limited duration after which the individual returns to the driver's seat. Revocation, on the other hand, means that the person is no longer a driver in the legal sense, and their document is permanently confiscated.
From the moment the revocation decision becomes final, a period of two full years begins during which driving any motor vehicle is prohibited. During this time, there is no possibility of taking the driving test. The legislator intended this pause as a time for self-reflection on one's road behavior, but it often becomes a serious problem for people who need a car for work or family.
Once the two-year period expires, the path to regaining driving rights opens, but the procedure is anything but simple. The person who lost their license is treated as a complete beginner, regardless of years of experience and mileage behind them. According to data reported by Poslovni.hr, the total cost of the entire process in 2026 often exceeds €1,000.
The first step is a mandatory medical examination that reassesses the candidate's overall health and psychophysical fitness for safe driving. After obtaining the certificate, the next step is enrolling in a driving school, where the former driver starts from scratch, side by side with high school graduates, attending lectures on traffic regulations.
After completing the theoretical instruction, it is necessary to pass the theory exam. Only after passing this part do mandatory practical lessons with a driving instructor begin, and at the very end, a final exam before an official examiner. Besides requiring significant financial resources, this entire process can take several months.
Although the threshold of 12 points may seem high, it is reached surprisingly quickly. For an experienced driver, just two serious violations committed within two years are enough to find oneself at the beginning. Among the most serious violations are driving with a blood alcohol concentration above 1.50 per mille, driving under the influence of narcotic drugs, or refusing to be tested for their presence.
On the same list is exceeding the speed limit in a built-up area by more than 50 kilometers per hour, driving in the wrong direction on a highway or expressway, and running a red light without slowing down. A driver who leaves the scene of an accident with injuries or fatalities automatically receives six penalty points, making it one of the most severely punished immoral acts in traffic.
