Drunk and Drugged Serbian Man in Rijeka Throws Woman to the Ground and Beats Her

The Municipal Court in Rijeka has imposed a total fine of 900 euros on a 25-year-old Serbian citizen. The penalty was issued for two offenses committed on July 7, 2025, at the Andrija Kačić Miošić Promenade, in the square in front of the Hotel Continental, where, while under the influence of alcohol and drugs, he kept two aggressive dogs without supervision and then physically assaulted a woman.
According to the final court order, on July 7, 2025, at 7:35 PM, the defendant was walking two Staffordshire terriers without leashes on the popular Rijeka promenade, where a large number of citizens were present. Due to his careless handling of the dogs in a manner that could endanger or injure passersby, he was found guilty of an offense under Article 30 of the Law on Misdemeanors Against Public Order and Peace. For this offense, he was fined 200 euros.
The incident escalated when a female citizen bent down to protect her smaller dog from an attack by his animals. At that moment, the Serbian national forcefully pushed her, causing her to fall to the ground. The order states that he then grabbed her by the back of the head and shouted:
"Give me that dog, you have to give it to me", after which he struck her again with the palm of his hand on the back of her head. The victim is identified in court documents by the initials A.Z.
The court characterized this behavior as a particularly insolent disturbance of public order and peace, constituting an offense under Article 6, Paragraph 1 of the same Law. For this offense, he was fined 700 euros.
The indictment was filed by the Primorje-Gorski Kotar Police Department, specifically the Second Police Station in Rijeka, the very next day, on July 8, 2025. The judge concluded that the factual situation was sufficiently established based on witness statements and that the conditions were met for issuing a misdemeanor order without questioning the defendant or holding a main hearing. The defendant is identified by the initials M. B., and according to available information, although he is a Serbian citizen, he has registered residence in Rijeka. The dogs he was walking were Staffordshire terriers.
In addition to the total fine of 900 euros, the convicted individual is also required to pay 20 euros in misdemeanor proceeding costs. The fine must be paid within 60 days after the order becomes final. If he pays two-thirds of the amount, which is 600 euros, within that period, the entire fine will be considered settled. Otherwise, the fine will be collected through enforcement.
