The target of the attack was a man holding both Ukrainian and American passports, Tusk said, without revealing further details about his identity. The Russian ambassador to Warsaw did not respond to a request for comment, according to the South China Morning Post.
Moscow regularly dismisses accusations by European powers of attacks, claiming that the West is fueling anti-Russian paranoia.
