Police in Metković stopped a driver of an electric scooter without a protective helmet, and further action revealed he had illegally entered Croatia and was in possession of drugs.
What began as a routine check for riding without a protective helmet escalated into an arrest with multiple violations. The Metković Border Police Station concluded its investigation into a 20-year-old Croatian citizen, whom officers stopped on Wednesday, August 12, 2026, in the evening in Metković while he was riding an electric scooter, as reported in a police statement relayed by Slobodna Dalmacija.
Further action revealed that the young man had illegally entered the Republic of Croatia from Bosnia and Herzegovina on foot shortly before being stopped. At that time, drugs were found and seized from him, specifically 32.5 grams of marijuana and 6 grams of hashish.
The police also determined that the electric scooter did not meet the technical requirements for a personal mobility device, which is why it was temporarily seized in accordance with legal provisions. Due to suspicion that he committed multiple violations under the provisions of the Schengen Borders Code, the Law on Combating Drug Abuse, and the Road Traffic Safety Act, the driver was taken into custody and then brought before the Municipal Court in Metković.
The police issued a warning to citizens operating electric scooters and other personal mobility devices. According to legal provisions, such vehicles must not exceed a speed of 25 km/h on level roads, the engine must not have a displacement greater than 25 cc, and the power of the electric motor must not exceed 0.6 kW.
If a vehicle exceeds these parameters, it is not considered a personal mobility device but must undergo a technical inspection and be registered as a motorcycle or moped. An appropriate driver's license category is also required for these vehicles. Otherwise, the police may temporarily seize such an unregistered vehicle, and the driver will be reported for a violation.
The police also reminded drivers of personal mobility devices of their other obligations: they must wear a protective helmet while riding, must not use headphones in both ears, and must be marked with a reflective vest or reflective clothing at night and during the day in conditions of reduced visibility. Bicycle lanes or tracks are mandatory for riding, and if they are not available, movement on pedestrian surfaces is allowed, but with increased caution and reduced speed.
