The Agency for Legal Transactions and Real Estate Mediation (APN) adopted on July 30, 2026, a Decision on the selection of the consortium of bidders for the preparation of design documentation for a new multi-apartment building in Zadar. The building will have 130 apartments and will be constructed on cadastral parcel 4520/6, cadastral municipality Zadar, in the Smiljevac area, as part of the Socially Encouraged Housing Construction Program (POS).

The most favorable bidder selected is the consortium consisting of TRINAS INŽENJERING d.o.o. as the lead partner and Dies d.o.o. as a member. Their offered price for design services is EUR 224,000.00 excluding VAT. A total of seven bids were received in the open public procurement procedure. An appeal against this decision may be lodged with the State Commission for the Control of Public Procurement Procedures within ten days of receipt.

One Step Closer to New Apartments

After the appeal period expires, further activities will follow towards signing the contract for the preparation of design documentation. This selection marks the continuation of intensive preparations for construction in Smiljevac. In early March 2026, the Mayor of Zadar, Šime Erlić, and the Director of APN, Dragan Hristov, signed a preliminary contract for the construction of POS apartments at that location. In early May of the same year, the Land Donation Agreement between the City of Zadar and APN for the purpose of affordable housing was formalized.

An important prerequisite for the project's realization was fulfilled earlier. The building permit for the construction of communal infrastructure, including roads and other supporting infrastructure in the Smiljevac area, was issued as early as April 25, 2025.

Prices Far Below Market Rates

During the signing of the contract in May in Zadar, APN Director Dragan Hristov emphasized that the prices of future apartments will be significantly more favorable than current market rates. "The square meter will be sold for just over two thousand euros, and since buyers will also be entitled to a refund of half of the real estate tax, the effective price per square meter should be less than two thousand euros," said Hristov.

Interest in POS apartments in Zadar is exceptional. According to the latest data from the City of Zadar, the final priority list for purchasing an apartment under this program includes a total of 1,153 potential buyers.
