NATO's Drone-Filled Battlefield Plan: AI Flies, but Humans Decide

U.S. Army Major Ben Schiff, product manager for the EFDI Data Backbone and chief architect of the alliance's digital 'nervous system,' explained the new approach to BILD. "What we're trying to do is kind of reverse the concept," he said at the U.S. Army Europe and Africa headquarters in Wiesbaden, Germany. The idea is to automate "the most boring parts of flying," such as drones hovering over the battlefield for hours in search of targets.

"So, humans decide what the drone does, but they don't necessarily have to pilot it because we don't have a million pilots. We can't fly a million drones at the same time," Schiff added. This way, operators can focus solely on targeting decisions, while AI takes over the actual flight control.

From Kill Chain to Kill Web

At the heart of this initiative is the Eastern Flank Deterrence Initiative (EFDI), a digital combat network stretching from northern Finland to the Black Sea. The goal is to move from a linear "kill chain" to a decentralized "kill web," where data from sensors can be quickly relayed to weapons systems and operators. The system is envisioned as a "data highway" that allows member countries to simply "plug and play" their existing systems into a shared environment.

Major Matt Blubaugh, spokesperson for U.S. Army Europe and Africa, emphasized the importance of integration: "The value of a drone, sensor, or other capability is not determined solely by its individual performance. Its effectiveness depends on how well it is integrated into the broader operational ecosystem." This concept has already been validated in combat when U.S. forces in the Middle East used the same architecture to coordinate the first U.S. combat shootdown of an Iranian Shahed drone in Kuwait.

Learning from Ukraine, Not Copying

NATO is heavily drawing on lessons from Ukraine in developing this concept. Andrii Hrytseniuk, executive director of Ukraine's state innovation platform Brave1, told Business Insider in spring 2026 that more than 200 local companies are developing AI components for drones, missiles, radars, and other systems. In March 2026, the Ukrainian Ministry of Defense also launched its first program to integrate AI into defense processes.

Ukrainian commanders and manufacturers are also resolute that humans must remain in the decision loop.
